Abdul Rahman Al Haroun is Founder and Senior Partner at the International Counsel Bureau (ICB), the law firm he established in the State of Kuwait in 1994. Al Haroun is considered to be one of the country’s most prominent corporate commercial lawyers, advising various governmental and semi-governmental entities, as well as public and private companies (both a local and international) on all aspects of Kuwaiti Law.
With in-depth experience spanning more than 35 years, Al Haroun’s legal acumen covers various areas of expertise; from oil and gas, to corporate mergers and acquisitions, to license agreements and construction contracts, and local litigation and local and international arbitration. He has advised on multinational BOT projects in Kuwait, in addition to acting as counsel on major EPC contracts and for major hotel management companies in the GCC. Al Haroun was also an instrumental legal adviser on several key projects in Kuwait, including the establishment of EQUATE Petrochemical Joint Venture Company and the establishment of Kuwait Telecom Company.
Al Haroun began his career in the Energy Sector in Kuwait in 1976, where he was appointed at the Kuwait National Petroleum Company’s (KNPC) Corporate Legal Department. He started as a junior lawyer, and later ascended the corporate ladder as Counsel, Senior Counsel and Assistant Legal Manager, before finally being named the General Manager of the Corporate Legal Department in 1987. Al Haroun also served as a member of The State of Kuwait's Supreme Petroleum Council, the highest governing body of oil in Kuwait, a post he held for 13 years from 1996 until his resignation in 2009.
Al Haroun holds a Bachelor’s Degree in Law (LLB) from Kuwait University, where he graduated in 1976. He is a renowned lecturer and acknowledged legal expert, having given talks on numerous topics, including commercial law, intellectual property law, corporation law and privatization law. Al Haroun has also taken part in many international conferences, seminars and courses across the globe
Ghazi Al Qahtani is a Senior Partner at the International Counsel Bureau (ICB), a position he has held since joining the firm in 1998. In his current post, Al Qahtani represents and provides counsel to a number of governmental and semi-governmental entities, as well as major local and international corporations.
Al Qahtani is considered a foremost local legal expert across a number of areas of practice, including commercial and corporate law, construction law, civil and commercial litigation, local and international arbitration, the oil and gas sector, employment and labor law, agency and distributorship, partnerships and joint ventures, corporate Governance and financial Services.
Prior to joining ICB, Al Qahtani was a pillar of the legal practice at Kuwait Oil Company (KOC), the state’s largest government-owned oil establishment, where he spent almost 23 years with the Company’s Corporate Legal Department. In 1976, he was appointed as KOC’s Legal Counsel and then in 1982, he was named as the Head of Legal Department. During this tenure at KOC, Al Qahtani was responsible for all legal affairs, arbitration and court cases in KOC. Finally, in 1992, he names General Counsel and Manager for Legal Affairs at the Kuwait Oil Company, a position he remained in until 1998.
Al Qahtani is a member of the Kuwait Bar Association and holds a Bachelor’s Degree in Law (LLB) from Kuwait University upon his graduation in 1975. He is licensed to appear in the Constitutional & Cassation Courts in the State of Kuwait.
